when i enter a string in the "Quick Search" box at the upper right of the screen, I get a list of "possible" topics that are supposed to contain the string in the message bodies, but, actually they don't.
The string in question is: 'ip_tcp.h'

Yup, it is something to do with the php factor of the threads.
Not a terribly technical explanation, but I'm afraid that's the way it is at the moment. Put as amny key words in as you can and then you'll just have to wade through the results to get what you're after.
