Buenas llevo ya un tiempo intentando montar un servidor ftp , uso el proftpd.
Lo instalo y ejecuto su demonio sin problemas, puedo conectar con la ip local perfectamente.
El problema es que los usuarios de internet no pueden conectar , de hecho conectan , pero se les congela y no llegan a ver el login.
Sin embargo tengo tb un servidor irc y apache en la misma maquina y van perfectamente, y en el router tengo activado el port fordwarding del puerto 22 a esa maquina.

Que tus clientes prueben con un cliente que admita el modo pasivo...
Ahí seguramente tengas el problema... nó sólo se usan los puertos 20 y 21, se abren puertos aleatorios para las transferencias data...

¿Dices que has abierto el 22?... El 22 se usa para SSh no para ftp.
Como bién dice el compañero, ftp usa el puerto 21.
¿Has mirado si el proftpd lo tienes configurado en dicho puerto?
¿Tienes bien configurado el fichero proftpd.conf que está en /etc/proftpd?
Allí tendrás una línea tal y como:

Cuando dices que "puedo conectar a la IP local perfectamente", ¿te refieres desde la propia máquina o desde otra en la red local?
Si es lo segundo, entonces cláramente tienes un fallo en la configuración del router... y si es lo primero no estaría mal que probaras desde otra máquina de la red local, sólo para asegurarte que no es un problema del router (Así no resolverás el problema no se si lo harás... pero por lo menos lo centrarías más )

focahclero me refiero como tu dices a conectar desde otra maquina de la red local. Problema del router ? Pues que podria ser ??

Siento tardar en contestar , estaba usando el buscador a ver si encontraba la solución a una pequeña duda que tengo con proftpd y me topé con tu post ...
A mi me pasó cosas similares, desde ordenadores de la propia Lan si podia acceder al servidor , en cambio desde que algun compañero intentaba acceder desde internet no podia , miré el tema de los puertos , tenia el 21 abierto y la ip del ordenador que hacer de servidor también bien puesta ... y despues de comerme mucho el coco , abandonarlo por semanas y demás un dia mirando por el menu de administración de mi router vi una opcion que se llamaba algo así como ... "Servidor interno por defecto" , lo active con la ip de mi ordenador y voalá ! las conecciones externas las mandaba directamente al servidor y se podia ver los datos
