emerge portage fails

i'm installing gentoo on a new harddrive. after emerge sync, i received a message telling me that a new version of portage was available, and i should update it. on 'emerge portage', i receive the following error message:

configure error: C++ preprocessor "/lib/cpp" fails sanity check.

!!! ERROR: sys-libs/ncurses-5.3-r1 failed.
!!! Function econf, Line 273, Exitcode 1
!!! econf failed.

don't mind me i'm just an idiot. it's emerge -u system, not emerge portage. thankyou google

actually i still get the same error message so any help would be appreciated.

mm emerge system before updating probably helps..
