Hi,
I want to buy an english keyboard. But due to the fact that I'm from Austria I have to use letters like ä,ö and so on. Is it possible that I map for example Strg+A to the key ä? When pressing this key combination ä should appear in each application....
How can I solve this problem?

Under X, you can do that with xmodmap, and save the changes in a file, so then you'll only have to run xmodmap ~/.mykeyconf
To find out how X recognizes keys, run xev which will tell the pressed button's code.
As an alternate, you can use xkeycaps which has a gui for binding. For more info, read the man pages...
