I've just created a small program to check / patch regioncodes of dvd's. Perfect for the people out there who have discs from other regions and want to play them at home.
There might be other apps out there which does the same, but if you want to try it out, you can get it here.

I thought mplayer and xine all played dvd's regardless of region codes (using libdvdcss) for quite some time? |

Of course it will still be usefull if one wants to burn the backup back to a disc and play it on a standalone dvd player

It's a VERY simple program, but I was looking for one myself and couldn't find one...
