Add "Ebuild Request" topic clarification

Lot's of times people post requests for new ebuilds in Portage & Programming or sometimes in whatever forum the package would concievably fit in (e.g. https://forums.gentoo.org/viewtopic-t-393008-highlight-.html ) . There doesn't seem to be a stock answer for this type of problem. Sometimes a user is recommended to file a feature request bug. Othertimes users are directed to "do it themselves" or told that gentoo devs are too busy (probably very true) . It would be nice to have more clarification or a single answer for this sort of question.

Possible solutions might be a FAQ entry on how to request an ebuild, or an entry about why not to. Or maybe a sticky thread on one of the forums that is jjust for requesting ebuilds. I think we could consolidate a fair amount of threads in this manner. If it's a manner of actually writing the content, I'd be glad to help if some dev's will fill me in on the proper answer. (on the other hand if I've totally missed an applicable thread thread or FAQ entry, I apologize.)

Well, we have GF9: Custom ebuilds and keeping rsync from removing them. I guess a rewrite of that to the broader subject of also requesting without doing it yourself in hope someone else will do it would be feasible. Such a rewrite should link to the relevant documentation such as the maintainer wanted faq.
