Extract stage one, root has no clear in .bash_logout

I just noticed that when I add a new user it creates .bash_logout with a 'clear' command in it for "security reasons", yet root does not have one when you first unpack stage 1??

If you think that it is a bug, then submit it to the buglist. bugs.gentoo.org

Just FYI, the user's home directory is populated with the files contained in /etc/skel while root is not.
