where to set the language in X11? SOLVED

did a new install - and surprise surprise - so many new features:
did set my language ( german ) in /keymaps & /xorg.conf, but
still in xterm, fluxbox & so on the keyboard setting is english???

probably need some more setting in X - but where?

ps: my shell works correctly...
