How do you add programs to portage or request it?

Basically that. There are a lot of security tools I use that I would love to see in the portage. I'm not a 100% fimiliar with how portage work, such as how programs get added to it or "ebuilds". Tried searching the forum for just like ebuilds or protage requests and didn't find what I was looking for. Did I miss a FAQ somewhere or a how to?
