Normally an application is not needed, we've some guys on the list of possible candidates in case we need some helping hands.

What is more likely tho is a user was around quite a bit (maybe to Vet level) and were asked to be a moderator and decided to make a new user and thus their postcount starts afresh. NO chance the admins would give someone with only 14posts (unless known from somewhere else) mod rights _________________

The mods with lower post counts tend to be Gentoo developers who we allow to become mods in the language and architecture specific forums.
