i think trouble with qeth, and qeth layer 2, or 3, or both
but i just try to guess about this.
after read this http://www.mail-archive.com/linux-390@vm.marist.edu/msg52227/console.log
i think that trouble in qeth's layer 2 . i was turn of this point from my kernel, but not good effect have. 
what can i do with this:
