So can I strip everything out of the kernel except for "NLS UTF-8?" I would like support for both FAT and CIFS.

Personally I am in the USA and use Codepage 437, ASCII, NLS ISO 8859-1, and NLS UTF-8. All others are disabled. This works for me for all filesystem types that I use, including all variants of ext, fat, vfat, smb, cifs, ntfs, reiser, etc. I generally use 437 as the default codepage for FAT and ISO8859-1 as the default "iocharset" for fat. I don't know if you can just use UTF-8 for all of the above but I would be surprised if that were not possible.
