Zyxel G-202 Only works after several reboots

I've only had this problem since reinstalling Gentoo 8 months ago. I start my machine and after many reboots; switching off the machine; pulling out the stick and reinserting it. The network stick will "just work". If I reboot the machine straight away it will keep working. Otherwise if I switch off my machine it comes up with messages like "unable to enumerate USB device", and I'm back rebooting the machine.
