I am having now some major problem with upgrading the system.

The critical problems are:
1. localmount fails to start.
Code:

2. Can't upgrade xorg-server due to blocks B.

It may be possible to solve this problem by using package.mask to
prevent one of those packages from being selected. However, it is also
possible that conflicting dependencies exist such that they are
impossible to satisfy simultaneously.  If such a conflict exists in
the dependencies of two different packages, then those packages can
not be installed simultaneously. You may want to try a larger value of
the --backtrack option, such as --backtrack=30, in order to see if
that will solve this conflict automatically.

For more information, see MASKED PACKAGES section in the emerge man
page or refer to the Gentoo Handbook.

3.I don't get the kdm login screen. I have to start kdm manually as root. Also it complains about
Code:
ConsoleKit session. Unable to open session. Failed to connect to socket /var/run/dbus/system_bus_socket. No such file or directory.

4. python-updater complains that there is no module named portage. I can't emerge portage as well due to slot conflict.

How can I solve these issues?

0. how long has it been since the last upgrade ?

First, why are app-emulation/emul-linux-x86* still installed ?
x11-drivers/xf86-video-v4l needs to be unmerged. You seem t have a lot of clutter in your world, x11-drivers/xf86-video-v4l is just one of the things that got there.

The update was done around 4 months ago. Weird according to eix package-name it wasn't installed. I decided to emerge -C these emul-* packages and xf86-video-v4l. Now, I can emerge xorg-drivers. However, I still get slot conflict with upgrading xorg-server.

Code:

emerge =x11-base/xorg-server-1.17.4

This is my fstab

none                     /dev/usb/       usbfs             auto,devmode=0666 0 0

The error about usbfs was always thrown, but the system booted ok until now. What causes localmount not to be mounted and all the rest? I can disable /dev/usb.

Add x11-drivers/ati-drivers to the emerge line, if there's no new version, you're stuck.

Well, this part is easy, the devs for openrc felt it's better for all of localmount to fail if any part of it does (to be like systemd, and trash every elses systems too)

Code:
  (x11-base/xorg-server-1.16.4-r5:0/1.16.1::gentoo, installed) pulled in by
    <=x11-base/xorg-server-1.16.49[-minimal] required by (x11-drivers/ati-drivers-14.12-r3:1/1::gentoo, installed)
    ^^                     ^^^^^^^
    >=x11-base/xorg-server-1.7:0/1.16.1=[-minimal] required by (x11-drivers/xf86-video-virtualbox-4.3.26:0/0::gentoo, installed)
                              ^^^^^^^^^^

This says what the issue is, ati-drivers is wanting an older version of xorg-server, while xf86-video-virtualbox is needing a newer one. Considering x11-drivers/ati-drivers-14.12-r3 isn't even in the tree anymore, you need to update this too (and more likely encountering several more issues, because everything else is most likely out of date)

@VoidMage I updated ati-drivers to 15.9-r1. xf86-video-virtualbox I try to upgrade to 5.0.12 (fetching only for the moment). So far, with ati-drivers 15.9-r1 it still wants to rebuild xorg-server 1.16 and not 1.17.

Code:
emerge -pv xorg-server

These are the packages that would be merged, in order:

I might choose to remain with xorg-server 1.16

How do I solve the the localmount and all the mount issues besides commenting usbfs?

The behaviour of localmount and netmount is changing on Linux systems.
In the past, these services always started successfully. However, now they
will fail if a file system they attempt to mount cannot be mounted.

If you have file systems listed in fstab which should not be mounted at
boot time, make sure to add noauto to the mount options. If you have
file systems that you want to attempt to mount at boot time but failure
should be allowed, add nofail to the mount options for these file
systems in fstab.
