I'm trying to update portage to 2.3.19-r1 however it fails because it's also trying to merge 2.3.8 into the same slot. Normally, I'd just remove the package completely and rebuild, but that seems like a good way to send me searching for my install disc.

I tried masking <sys-apps/portage-2.3.19 but then emerge wants to unmask portage-2.3.16. If I change package.mask to <2.3.16 emerge wants to unmask 2.3.14. It carries on with this until we're back at 2.3.8 and the slot conflict.

So, how do I get portage upgraded here?

It may be possible to solve this problem by using package.mask to
prevent one of those packages from being selected. However, it is also
possible that conflicting dependencies exist such that they are
impossible to satisfy simultaneously.  If such a conflict exists in
the dependencies of two different packages, then those packages can
not be installed simultaneously. You may want to try a larger value of
the --backtrack option, such as --backtrack=30, in order to see if
that will solve this conflict automatically.

Updating portage was a precursor to a world update, so I'll let y'all know what happens. Only 238 packages to merge - not bad.

I have a problem with redshift then, cannot locate where the block comes from.

The gtk flag doesn't think you have an acceptable python target.

I'd first try excluding redshift from the update and let it rebuild later after the python upgrade has finished ie:

I, maybe, understand what the problem is. I am on arm64, and newer python targets are masked, even though the corresponding python versions are stable:

/usr/portage/profiles/arch/arm64/use.stable.mask:

# Mike Gilbert <floppym@gentoo.org> (28 Oct 2017)
# Mask python targets until dev-lang/python is stable.
python_single_target_python3_6
python_targets_python3_6
python_single_target_python3_5

And then python3_5 is masked and redshift is screwed.
