Emacs packages on Gentoo

Hello,

I am running a single user system.
I know that when I install the packages with the distro's package manager, all users can use them.
If a user (use-package)s something, it's only for them.

I want to know if there are some other noteworthy differences between the two methods.

For example I am using elpaca and I have noticed that only with portage can upgrade built-in packages, like org-mode (9.6.16 to 9.6.26).

I plan on putting the knowledge from this thread to the gentoo wiki, so don't be shy!
