I'm installing this version at the moment.
The only thing I see that changed, is that XFree86 and the kernel Sources aren't included in "emerge system".

I'm just guessing - but I bet the most significant change is that /etc/make.conf will include the new:
SYNC="
line. I just did a reinstall if gentoo using 1.1a and I had to manually go in and place that line so that rsync could find the new round robin rsync mirrors. Something that not every NEW user of gentoo will know about/be able to do.
So I bet 1.2 is just a brief update that probable includes this fix.
(Note this is just speculation!)

In 1.2 the SYNC-Line is corrected.
