I havent used my gentoo machine in a long time, since July 2021. I just booted it up and was updating it through a gentoo live usb image. i followed the directions on https://wiki.gentoo.org/wiki/Upgrading_Gentoo#Updating_old_systems wiki page. When i get to the step to update the system and portage using these commands:

emerge --root=/mnt/host --config-root=/mnt/host --verbose --oneshot sys-apps/portage), i get the following error output.

I get this error:

When i run "eselect select list", it shows that profile 23 is selected:
