From what I understand you need swaybg to change the background sway, even if you are using a solid color. With out it the `swaymsg output background` command will fail. At lest that is how it is on my machine. Similar to the `swaybar` flag, there should be a `swaybg` flag to pull in said dependency

That's not a dependency. You don't need it to run sway, you don't need it to compile sway. You need it to perform a certain task which is not the type of dependencies ebuilds handle. That's why it's pulled in by a use flag in a meta ebuild.
