Mesa has to do with llvm, but what makes you think mesa has something to do with rust?
I might be missing something...
Thks 4 ur attention, interest & support.

Oops my bad... :oops:
Something similar in the logs here.

RUSTFLAGS seems taken into account at build wherever it is defined.

It only appears here in the emerge --info general section when defined in make.conf.
But never reported at package level. :cry:
(tested with empty make.conf and referenced in /etc/portage/package.env)

Thks 4 ur attention, interest & support.

It builds as expected according to settings.

But isn't reported at package level the same way CFLAGS & CXXFLAGS are,

example:
Code:
=================================================================
                        Package Settings
=================================================================
sci-libs/openlibm-0.8.3::gentoo was built with the following:
USE="-static-libs" ABI_X86="(64)"
CFLAGS="-march=core2 -mtune=native -O2 -flto=1 -fuse-linker-plugin -fno-fat-lto-objects -fno-semantic-interposition -pipe -Wa,-mbranches-within-32B-boundaries"
CXXFLAGS="-march=core2 -mtune=native -O2 -flto=1 -fuse-linker-plugin -fno-fat-lto-objects -fno-semantic-interposition -pipe -Wa,-mbranches-within-32B-boundaries"
FEATURES="assume-digests binpkg-docompress binpkg-dostrip binpkg-logs binpkg-multi-instance buildpkg buildpkg-live compress-build-logs config-protect-if-modified distlocks ebuild-locks fixlafiles ipc-sandbox merge-sync merge-wait multilib-strict network-sandbox news parallel-fetch pid-sandbox pkgdir-index-trusted preserve-libs protect-owned qa-unresolved-soname-deps sandbox sfperms split-elog strict unknown-features-warn unmerge-logs unmerge-orphans userfetch userpriv usersandbox usersync"
because some CFLAGS/CXXFLAGS have been (locally) changed in /etc/portage/package.env, i.e. -flto=1 -fuse-linker-plugin -fno-fat-lto-objects -fno-semantic-interposition

On the other hand
Code:
=================================================================
                        Package Settings
=================================================================

x11-misc/rofi-1.7.5::gentoo was built with the following:
USE="drun -test windowmode" ABI_X86="(64)"
because CFLAGS & CXXFLAGS match the general section of emerge --info, sp no detail at package level.

We could expect same behavior with RUSTFLAGS, but it doesn't match

Please note FEATURES shown here at package level exactly match the one from general section of the other package. Some would ask: So why is it displayed at package level?

Portage is a great tool. But doesn't necessary cares about consistency as long as it works as intended, (i.e. but not necessarily according to some specs)

Thks 4 ur attention, interest & support.
