I keep having htis issue since i installed gentoo on my pc but I can solve this problem even using emerge -avuDN @world

gnome-47 is not in the ::gentoo repo yet.
it may well be under development in an overlay.
Are you sure that you want software that may be broken or incomplete?
I did not check overlays.
Your warning tells that there is a newer version of mutter available to you but nvidia-drivers needs an older version.
As nvidia-drivers is an evil binvry blob, you need to wait for nvidia to fix it.

I would not able to answer you question about upgrade to gnome 47. myself also use gnome I would also like to learn about upgrade.
However You have not yet clarify what is preventing you finish emerge -avuDN @world.
The message you posted is just a "WANTING" and it is said it got "skipped" so it should not stop the emage to complete. So is there something else preventing the run to finish? |

idk i'm kinda new to gentoo after 4 years of arch linux idk how to properly maintain the distro

As it's a warning, not an error, in this case it can be safely ignored.
It would become a problem if nvidia-drivers wanted an old version and something else wanted a newer version.
You may only have one version of mutter installed at a time.
As it is, the older mutter satisfies other users too, so all is well.

| As I read the output, this is not an nVidia driver problem. This is a problem that the installed version of gnome-shell depends on subslot 13 of mutter. The upgrade would give a mutter with subslot 14. This upgrade of mutter can only be allowed if the user simultaneously installs a gnome-shell that accepts mutter subslot 14. As I read the ebuilds, gnome-shell-46.4 and gnome-shell-46.7 require subslot 14. However, those versions of gnome-shell are still in testing. |

So you're running an ~amd64 aka testing or just ~ for short.

Since it's ~amd64 packages that are still being tested are available for install. This unlocks a newer version of mutter, but something else, namely gnome-shell is holding on to an older one, so portage is unable to upgrade it. Gnome-shell itself is profile masked(as compared to keyworded), which is another mechanism for limiting what you can install. You can still install it but it's a bit harder because it's intended to prevent novice users from getting themselves in trouble. This is just a warning and will not stop portage from updating your system to the latest available versions of the packages. It'll just skip the conflicting ones.
On another note, Gnome-46 seem to be close to unmasking so it'll be available soon on testing systems. It's taking longer than usual because of the circular dependency introduced by Gnome developers mentioned in the referenced bug. I guess 47 won't take that long after 46 is stabilized.
