bump eapi for keyboard and mouse drivers in gentoo-static

The xorg-r3 eclass no longer supports EAPI 7.
This PR bumps EAPI: https://github.com/NeddySeagoon/gentoo-static/pull/3
Made a post on the forums so it's more visible.
