First of all I do not use steam on linux. So I can not give you a direct answer. But please provide the following:
- output of emerge --info
- The command used to start steam
- Think and if maybe relevant, any changes to the system lately.

I'm guessing the file-system the data is in, is NTFS, and additionally, perhaps the applications was run as 'root' at some point.
That is not a good idea.
Also, if that is true, running anything via Proton (or Wine) on there will be even more problematic.
