emerge xfce4-panel-4.20.3 error：xdt-csource not found

Compiling xfce4-panel-4.20.3 got an buid failed.
I found a line in the build log with like this:
bin: sh xdt-csource: command not found
xdt-csource actually is a program belongs to xfce4-dev-tools.
Just emerge xfce4-dev-tools will solve the problem before compling xfce4-panel.
I have no idea of whether others occurring this problem, but it works.

You should install dev-build/xfce4-dev-tools. Not sure, why it is not a bdep for xfce4-panel.

If so, then please report a bug on bugs.gentoo.org
with full build.log and emerge --info output.
