According to the handbook here http://www.gentoo.org/doc/en/handbook/handbook-x86.xml?part=4&chap=4#doc_chap2
I should have some files/folders, which both I do not have.

Without these files I think I am in trouble

What could cause this? The emerge ran fine, around 134 dependencies and 10 minutes duration?

Both, directory and file should be created by yourself.

/etc/wpa_supplicant/
/etc/wpa_supplicant/wpa_supplicant.conf

The Gentoo net.* scripts setup as described in Gentoo handbook is quite complex. Too much imho for simple end users' requirements.
You may consider starting from https://wiki.gentoo.org/wiki/Network_management_using_DHCPCD as a light weight alternative.
