you can configure your network device with ifconfig.

So please rephrase your question:

do you miss the software callet net-setup?
Do you have problems configuring your networks?

You may read the gentoo handbook / gentoo wiki / search the search engine of your choice for network related configuration on gnu linux. the answers apply to any gnu linux!

The gentoo minimal install cd does not have good wifi support. Suggest you use a system rescue cd or usb . sysresccd can be booted to a an xfce4 desktop: networkmanager icon in lower right corner, allows having the handbook open in a browser window side by side with a terminal window for copy and paste, gentoo based, no part of the install cd becomes part of the installed system

if you are trying to run net-setup in an installed gentoo; it is not included. There are several ways to achieve a wifi network connection in the installed system:
