So I just installed another Linux on another partition on my hard drive.
However, every time I boot it up, it would give an error saying something like: root device not mounted as read-write
How can I make grub mount it as read-write?

This is not a job for bootloader, it is the init system of OS that fails to mount it rw.

Figure out why it is not remounting rw, most common problem is filesystem flagged dirty.
