It is sometimes frustrating if you have a notebook and aren't always connected to the internet (I'm not using Wireless). I've setup my eth0 to DHCP - but when starting up and when the network cable isnt plugged in Gentoo keeps on trying to get an IP address. Is there a way to skip this process because it takes 2 or 3 minutes for me to wait...
Except using the command "rc-update remove eth0" because when I AM connected to the internet I still have to enable eth0 after starting up...

If you don't want to remove the eth0 from your default runlevel it will always load. However, you could modify the net.eth0 to ask you at startup whether you want to connect or not. If you are fancy, you could have the question timeout and connect you if yo don't answer in a specified amount of time. I've thought about doing that, but haven't had the time. I just removed all my network interfaces from starting and start them by hand.

There must be a dhcp timeout option somewhere. Setting a timeout smaller than the default would at least speed up the booting process without needing any outside interaction.
Anybody know if such a dhcp timeout option exists?

Hmm, I dunno - I reckon changing the startup scripts as suggested is probably the best idea. The problem with setting a smaller DHCP timeout would be the increased likelihood of not getting an IP address even if DHCP is running on the network.
Unfortunately, I don't pretend to know anything at all about scripting, and I certainly don't know enough to be able to do that kind of thing, but I naively assume that it shouldn't be tooooo hard to add an interactive "If y then dhcpcd: If n then echo "not starting eth0"" or something. I can't see that adding a timeout would be too hard either.
Now that I've said that, I don't suppose anyone could either a) show us how it's done, or b) point us in a direction where we could find out how to do this?

This means that you don't need to change much in the way of code, and start-up will be faster.
Choose a low number -- something like 3 seconds.
