First time installing Gentoo. I'm doing stage 3. When I extract portage-20030911.tar.bz2 file from /mnt/cdrom/snapshots/ on Live CD 1 it works for about 15 seconds. Then, it will start giving error messages that only 0 of x number of bytes were written of a file and it moves on to the next one where the same thing happens. Is there another argument I have to pass to tar?

Sounds to me you're out of space on your harddrive.

Did you copy this file to your harddrive? or are you extracting to the harddrive? You can also try downloading a new tarball from one of the mirrors instead of using the one on the CD.

Code:
df -h
will tell you how much free space you have.
