Applying updates and run into kde-wallpapers conflict:

You are mixing

with ~amd64 packages, so please learn to read blocks. You've pasted the solution already, please read the following as a sentence:

<kde-apps/kde-wallpapers-15.08.3-r1[-minimal(-)]" is blocking kde-plasma/plasma-workspace-wallpapers-5.5.2

and consequentially, look at what version of kde-wallpapers you have installed, maybe should unmask, or should set a certain use flag to solve the block.

Not found anywhere ACCEPT_KEYWORDS is set in /etc.

Looks like for kde-apps 15.12.0, kde-wallpapers is being removed.

Full stop. Please introduce yourself to one defining part of your system's configuration: https://wiki.gentoo.org/wiki/ACCEPT_KEYWORDS

It is fine that way right now if you want a stable system with less updates, and zero to no trouble, if that is possible. You are however trying to install unstable packages and need to work your way together with portage to get there, since each and every dependency of it needs to be unmasked as long as you have set ACCEPT_KEYWORDS the way it is. You are also entering an untested state, where you create a unique mix of user space packages - which is entirely fine if you want to grow with the challenge, report and help to fix bugs, unless they are simply coming from the fact you lack some additional unmasking.
