After a bit of digging I'm pretty sure that the Pi Zero W has the same CPU
as the A+/B+, and hence the same make.conf CFLAGS. Anyone know
different?

Yes, the pi zero is built around the Broadcom BCM2835 SOC, which is the same chip that is in the original Pi (The Pi 1 as it were).
Your crossdev triple is:

and your march is just
P.S (attempting to use uclibc is a bit broken at the moment, I can tell you this from recent experience)
