Display slowly wakes up

After the system was updated in December 2017, starting with the 4.9.72 kernel, a constant problem arose: after disconnecting the monitor (goes into sleep) it is very hard to make it wake up again (1-1.5 minutes of active pressing of the keyboard and mouse). What can be the cause of the problem? (as in X and in console tty)
