webscripting and root issues

Hi there,

I'm currently setting up an apache server which needs manage user accounts and other stuff that need root privileges, and I wonder if any of you have good ways to accomplish these thing.

something like this: there is a new user that has to be added, webserver doesn't have root privileges, whats a good way to do that?

I know theres webmin, but it doesn't apply to this stuff, I'd just need a basic instruction set how to deal with this stuff concerning the security
