I feel like this belongs in the devmanual: https://wiki.gentoo.org/wiki/Project:Eselect/Developer_guide

It is the only reason I had trouble finding it. I know it is a small thing to make a post about. :D

Also, I'm guessing the forms isn't the best way to get something changed. Who should I contact?

Before contacting anyone, consider: why, and where would it go?

Why: it make more sense in the devmanual. Since it is a developer guide, devs will probably look in the devmanual. (that's what I did.)

Where: The devmanual.

This was not meant to be rude. :D I thought it was pretty clear what I was saying, but because I was the one who wrote it, I guess I can't really tell.

I had not interpreted your inquiry as rude, I interpreted your inquiry as having an incorrect premise.

You were clear, to a point; the problem is that up to that point you seem to miss the point of the document(s) which you seek to amend. You want documentation specific to an individual hosted project added to a set of documents which only described hosted projects in general because someone shrugged and threw in guidelines for them as a whole because the ebuild and general in tree package maintenance reference matter seemed like the sort of place that people not working on ebuilds nor in the tree at all would go for reference. That you looked for something in the wrong place does not mean that it belongs there, it means that you looked in the wrong place.
