True with absolutely every type of transfer. One end is listening, one end is connecting. Even with a null-modem serial cable, or with any kind of networking. If nobody is listening for a connection then nobody gets any files.

Edit: Actually true for every type of communication whatsoever, including human speech. If nobody listens then there was no communication.
