Because qemu is installed without its dependencies into the chroot.
How can I make "emerge --depclean" ignore qemu and its dependencies?
UPDATE: It turns out that I don't have to install qemu without dependencies into a chroot. Just copying /usr/bin/qemu-aarch64 into the chroot was enough because qemu-aarch64 is a static binary. |

That's why its built statically linked as it cannot be permitted to call its dependencies.
