I have the Minimal Installation CD. Boots fine, to command line.

How to make it persistent?

Welcome to Gentoo.

Follow the Gentoo Handbook

The Minimal Installation CD is only a toolkit you use to install Gentoo.
Almost any other liveCD can be used too as none of the code from the boot media goes into your install.

I'm seeking simplest way to run gentoo-xfce. I assume the recipe is similar, whether flash drive or HD install. i'll check out the recipe you shared.
