qmgr can not connect to relay

What the [BEEP] is that ????????????????? I have been searching for two weeks already and I can't seem to understand why what and when ???

Can anyone help me with this ???
I use postfix 2.0.11

I know I am not too bright but ehhrr I already found the solution :

in master.cf there is this little line

qmgr fifo n - n 300 1 qmgr

BUT ! you should start it chrooted like this :

qmgr fifo n - y 300 1 qmgr
