My USB sound card sounds very loud at the default volume on ALSA and the ALSA-volume changes back to the default every time I plug in the card.
I use PulseAudio to change its volume, but before turning up its PulseAudio-volume, I need to turn down its ALSA-volume to 36, so my ears don't blow out when its PulseAudio-volume is at 15%.
So basically I'm wondering where I can set the default ALSA-volume for a hot-pluggable USB sound card.

Normally, alsa save the mixer settings when the system is halted and restore them during the boot.

Maybe it is necessary than the USB card is plugged for that to work.
