When I install KDE desktop, I have this trouble about webengine. And I have tried to change 'MAKEOPTES="-j9"' to "-j1", it still failed.
This is the out of 'emerge --info "=dev-qt/qtwebengine-5.14.2::gentoo"'

Would need to see build.log to really know what happened the first time but I do see something wrong:

MAKEOPTS="-j1 l1"
l1 without - would cause most things to fail. Also there's generally no need to specify -lX unless have a specific reason to, a well picked -jX value is enough (especially considering loadavg doesn't take ram usage into consideration).

If worried about out-of-memory (seeing how you changed to -j1) you can check `dmesg` output, you'd have a message about OOM killer near the end of it if haven't rebooted since your initial build failure. With 16GB+4GB ram/swap I'd imagine you'd be fine with your former -j9, but if something else was massively using ram (like tmpfs), then it can still happen.

I set "MAKEOPTS= -j1", it works.

You can also limit the MAKEOPTS per package only. That way you don't need to change it globaly everytime qtwebengine, or any other big package, gets pulled in for an update.

What also helps a little bit is to activate the jumbo-build useflag! It can be set either global in make.conf, or again per package.

On my machine I set it globably, but you can set it easily per package. If package.use on your machine is a directory:

Or if package.use is a file:
