dhcp server startup issue

i configured on my gentoo machine DHCP server. each time system boots - i receive error on dhcp4 service - "Not configured to listen on any interfaces!" and it in failed status.

But if i restart manually the service - it starts and works perfectly - so what am i missing? why it fails to start at boot?

i'm using systemd, where should i configure listening interface?
