In the council meeting a short while ago, the following motion was passed.

<gyakovlev> "Shut down OTW (i.e. make unaccessible and wipe the database if possible later) with a deadline of 2020-12-31. There is the option of re-creating a new blank off-topic forum from scratch, with stricter rules."

This means that OTW will not be available on 1 Jan 2021.
The meeting log was posted at about 22:55 UTC.
The main concern is that the CoC may not be being enforced in OTW as the council would like and in may not have been for some time..
