I was under the impression that it would stay up until 31 December, and then go read-only.

While OTW remains open to new posts and replies for a short time, after it goes read only, mods will still move material there and posters will be able to copy and edit it for a new post here.
Posters are expected to notice that and revise their posts, then repost if they can post in a compliant manner.

Emphasis mine.

If we can't see the old posts, how can we copy and edit for reposting? Or even suggest that mods move a thread over? For instance, I'd suggest Application Discovery Thread [formerly: app that does this?], but how would I know to suggest it if I can't see OTW, or at least have it in an open tab before OTW went dark?

Deadline means no later than. I'm tired of the back-and-forth, so I disabled it.

While I don't expect the back-and-forth to stop, it at least won't be due to something new related to OTW.

I'm not inclined to, but I won't object if another admin decides to make it r/o.

Per council vote, it is to be "unaccessible" after the 31st.
