QtWebEngine is not required to run Plasma.
You can install the full plasma-meta + kde-apps-meta without the webengine. (Which has been described here as an "abomination" -- I agree)
Steps:
1. First mask qtwebengine: Code: | echo "dev-qt/qtwebengine" >> /etc/portage/package.mask/webengine | .
2. Add to make.conf: Code: | USE="-webengine -telepathy -kaccounts".

Voilá. Now you can go ahead and...
Code: | emerge --ask plasma-meta kde-apps-meta |
Now enjoy your qtwebengine-free Plasma 5 and and a Python 2.7-Free Gentoo.
As qtwebengine is by far the only package I've seen that still needs the aging and long-dead Python 2.7.
Note: Also don't install kdepim-meta as it will unconditionally and forcefully pull in qtwebengine.
