I love automation because I am totally lazy. But I also want to know what happens. That's why I always recommend that newcomers do something manually first so that they understand what they are doing. That's why I love Gentoo. I just had an idea for a new XKCD ... (*)
Not user-friendly and not comprehensible:
Boot with a GentooCD and chroot into your system. Find out how to do that.
Not user-friendly, but comprehensible:
Boot with a GentooCD and chroot into your system with the commands: ...
User-friendly and comprehensible:
Boot with a GentooCd and chroot into your system with one command: "arch-chroot /mnt/gentoo". This will do ...
Too User-friendly, but not comprehensible:
Press "I". This installs a Gentoo just like any other linux distribution. Find out how we configured it.

I think, if a designated target audience is clearly defined at the beginning of the document, it creates a more approachable and reader-friendly tone.

I deliberately did not address a target group ... for one simple reason: telling someone that what they did was well-intentioned (for beginners) but poorly done (for Gentoo pros) will only cause that person to block. Humour is best avoided on the wiki. It's not international and may depend on the readers grasp of English too.
That varies wildly, even among people who consider themselves native speakers.
Its always good to know your target audience. If you don't or can't (e.g. the Wiki) all that's left is to open with with minimal requirements for equipment and knowledge.
Stated or not, every technical writer assumes both. _________________ Regards,
