How to publish a news item in custom overlay?

Hello, can anybody point me to a documentation how to do that? I have a few users of my custom overlay and I want to notify them of an app moving its configuration from a dot directory in their home dir to .config. I think it'll be beneficial for them to inform the to delete the obsolete directory.
