I'd like to add dev-lang/odin

I recently read about a new programming language invented by a pretty interesting guy who a/k/as as [gingerBill](https://www.gingerbill.org/). One of his achievements is a programming language called Odin, you can read about it here: https://odin-lang.org/

I checked the ebuild area and didn't see that anyone had created this yet, so I worked out how to build it on one of our development servers and created a draft ebuild.

Is there a submission area for things like this?
