Cannot use cursors installed with cursors KCM on KDE

When I install a cursor theme with the "Get New Cursors..." dialog on System Settings I cannot use it. It doesn't appear with the other system cursors. After investigating a bit, I discovered that "Get New Cursors..." installs the cursor themes on ~/.local/share/icons and to use cursors on that location I have to change the XCURSOR_PATH variable. I already fixed it, but that Plasma installs new cursors to a place where it cannot find them seems like a bug to me. By the other side, it works on other distributions, so it can actually be a Gentoo bug? Can anyone else experience this? What do you think?
