It may be possible to solve this problem by using package.mask to
prevent one of those packages from being selected. However, it is also
possible that conflicting dependencies exist such that they are
impossible to satisfy simultaneously.  If such a conflict exists in
the dependencies of two different packages, then those packages can
not be installed simultaneously. You may want to try a larger value of
the --backtrack option, such as --backtrack=30, in order to see if
that will solve this conflict automatically.

For more information, see MASKED PACKAGES section in the emerge man
page or refer to the Gentoo Handbook.

Eh what?

Fix what you can right now:
Code:
!!! The following updates are masked by LICENSE changes:
- media-gfx/povray-3.7.0.0-r5::gentoo (masked by: CC-BY-NC-SA-2.5 license(s))
A copy of the 'CC-BY-NC-SA-2.5' license is located at '/var/db/repos/gentoo/licenses/CC-BY-NC-SA-2.5'.

Also in your output:
Code:
You may want to try a larger value of
the --backtrack option, such as --backtrack=30, in order to see if
that will solve this conflict automatically.

Usual mask doesn't help, backtrack also.

What's the "usual mask"? Make sure you don't have any stray masks in place.
What's the --backtrack you tried? Pick a higher value.

Problem with license is fixed, this wasn't the issue.

What is wrong with ACCEPT_KEYWORDS?

I tired with default --backtrack=30.

What is wrong with ACCEPT_KEYWORDS?.

You are telling portage to use stable AND unstable packages and you are mixing x86 (32-bit) and amd64 (64-bit)
https://wiki.gentoo.org/wiki/ACCEPT_KEYWORDS

Please set, if really needed, at package level https://wiki.gentoo.org/wiki/Knowledge_Base:Accepting_a_keyword_for_a_single_package

I tired with default --backtrack=30.

As said, try with a higher value.

could you tell me what kf6compat use flag do? You can notice this use flag in lines with blocks, for example:
Code:
[blocks B      ] kde-apps/libksane:5[-kf6compat(-)] ("kde-apps/libksane:5[-kf6compat(-)]" is soft blocking kde-apps/libksane-24.05.2)

Usual mask doesn't help
What is the usual mask? You were asked this before, and did not answer. This sounds like a bad workaround, so we should understand what you are doing here.

This one is a hint:

(kde-plasma/kwin-6.1.2:6/6::gentoo, installed): ebuild is masked or unavailable
but there is no ebuild for kwin-6.2.1
Right, and because there is no ebuild for kwin-6.1.2, Portage cannot rebuild it - but Portage at least considered rebuilding it to solve the problem. Therefore, Portage is warning you that a potential solution was unavailable because the ebuild is missing.

Why is -O3 here?

This is doubly wrong. First, you should not use ~x86 on an amd64 system. I expect there was some less invasive way to get Steam to install. Second, if you absolutely must use non-native keywords, you should use them on individual packages, not globally as you did here.

I've tried to mask:
Code:
>kde-apps/libksane-common-24.08.0
>media-libs/ksanecore-24.05.2
>kde-apps/libksane-24.05.2
>media-libs/ksanecore-common-24.08.0

but more blocks occurred - so it is a blind way.

-O3
is there because i notice that this optimization doesn't do harm for most packages. I have special profile for those that are unstable or won't build with -O3.

I commented out
Code:
ACCEPTED_KEYWORDS
from make.conf and my system profile is
Code:
 [28]  default/linux/amd64/23.0/desktop/plasma/systemd (stable) *
so it is now only amd64. But that doesn't help.

i've put ebuild for kwin-6.1.2 into portage ebuilds dir, made digest and manifest on it and upgrade is going, but i think that this problem really might be because of ~amd64 keyword set globally.

Does anyone knows how to revert gentoo to amd64 only?

Not at all; instead you should really find out why Portage is omitting >kwin-6.1.2 from your depgraph calculation.

Useful commands you can use:

eshokw kwin
equery l -p kwin
emerge -pv =kde-plasma/kwin-6.1.4-r1:6

Yes, it is possible to go back to amd64, but some packages can/may NOT be changed to an earlier version (to my knowledge this is: glibc and binutils). These packages must now be kept in the current version until they are considered stable.

This means: You must create an exception for these packages in /etc/portage/package.accept_keywords and can only delete these exceptions again as soon as the current version of these packages is stable.

I suspect you were looking for 'abi_x86_32' (ABI_X86) for this, not keywords. :]

Might also want to take a peek at the wiki article we have for Steam [1], if you haven't yet.

If something is masking >kwin-6.1.2 on your system you will run into the very same problem again in a few days when Plasma-6 will be stabilised.
