IIUC sys-apps/pkgcore is the blocking package, pulled directly of indirectly here by stable packages:

My 2 cents is there is an inconsistency there...
As I may be wrong, I'd like to try to gather thoughts about such a conclusion, before opening a report,

is the technical detail, which in the current case is a rather obscure way to say
